Permitting

A common theme in all of our work is sucessfully obtaining in-water permits. Flowing Solutions takes a simplified approach to this complex permitting process. We lead permitting efforts that include developing a strategy based on agency cooperation and owner involvement. Our expertise includes Joint Permit with Corp of Engineers and Department of State Lands, and JARPA permitting in Washington. We also have extensive Greenway and E-zone permitting in Portland and Gorge Scenic Act permitting experience. Our simplified approach is based on providing baseline information expected from review agencies and do not generate extraneous information and filler. We have obtained all permits we have applied for based and work closely with the reviewing agencies and established a high level of trust and respect for developing win-win solutions.

South Waterfront

Flowing Soluitons developed the overal permit and mitigation strategy for the Central District Greenway in South Watefront.  A key part of this work was to develop a mitigation bank concept that provided significant funding for the construction of the project.  Securing the in-water permits from the State and Federal agencies was the most recent scope on this project.  Previous involvement included contribution to the overall South Waterfront Greenway Master Plan, the permitting for the Bio-swale Riverbank Demonstraion project and development of the Public Dock access study for the City and assistance with the City Willamette River Recreation Strategy.
